Message from the CSU

Due to the merging of our 3 local CCGs and changes to procuring arrangements, it is necessary that the current contract for EMIS Enterprise Search and Report, which was held with South, Central West CSU, transfers to Bristol, North Somerset and South Gloucestershire CCG. This will not affect the data that is extracted and who has access to it, it is purely due to how our contract with EMIS is structured.

We are therefore asking all practices to sign up to an updated sharing agreement in order for EMIS to be able to enable the electronic data sharing agreements for you. If not already your Practice will be transferred across to “Bristol CCG” which will become the new BNSSG EMIS “organisation”. This is for expediency, and to ensure no interruption of service. The name will be changed to BNSSG CCG in due course.

With the existing agreements, practices were asked to allow the following levels of access for these reasons:

CCG

  • Medicines Optimisation – accessed by CCG Pharmacists at PID level to assist practices in script switching/meds optimisation and QIPP delivery
  • Business Intelligence – Historical reporting have generally been at aggregate level for determining volumes of activity/event occurrences for incentive programmes basic analysis.

SCW –  data are extracted as follows:

  • BNSSG Dementia: Patient level data for dementia patients including NHS number for reporting to BNSSG GP practices. An aggregated report is sent to BNSSG CCG.
  • Bristol Community Health Diabetes Retinal Screen Programme: Patient identifiable data for forward submission to support the diabetes retinal screen programme.
  • South Gloucestershire Public Health NHS Health Checks programme: Pseudonymised patient level data to support the running of the programme including payment of practices.

Please could you:

  1. PRINT the attached Data Sharing Agreement and Data Processing Agreement.
  2. Read & COMPLETE the attached Data Sharing Agreement and Data Processing Agreement. Please complete all fields in yellow to supply the name and code of your practice + your signature where required (please scroll down to the end of both documents).
  3. Please ensure the documents are HAND SIGNED. (e-signatures cannot be accepted)
  4. Indicate which level of data  you are willing to share with the BNSSG, SCW and S Glos Public Health (aggregate, Pseudonymised or PID – see pages X an X of the data sharing agreement).
  5. Return both the completed Data Sharing and Data Processing agreements (attached to this email) if possible by return but no later than Friday 21st September 2018 in order that the electronic data extraction agreements can be set up for you in EMIS and that regular data extractions may continue for Q2.

In light of new GDPR regulations, practices should review the information provided to patients about this service and ensure that adequate informing is in place to ensure that patients fully understand how their information is used and shared.
